Bill Browder is the CEO and founder of Hermitage Capital Management. The company was the largest foreign investment fund and investment advisor in Russia until it all came down in 2005 when he started fighting corruption and was declared a threat to national security and denied entry to Russia.
Soon after he was expelled, the authorities in Russia seized his companies and stole more than $230 million they claimed were back taxes. When Sergei Magnitsky, his lawyer, looked into the crime, he was arrested by the very people he had accused of it. After being tortured for nearly a year, he died in custody.
Since 2009, Bill Browder has been fighting for justice for his lawyer, Sergei Magnitsky. The Russian government responded by exonerating and even promoting some of the officers involved. With no hope of getting justice in Russia, Browder turned to the United States.
Thankfully, the U.S. Congress adopted the Sergei Magnitsky Rule of Law Accountability. The law imposed asset freezes and visa sanctions on people involved in the death and ill-treatment of Sergei Magnitsky.
Following the U.S. sanction of Russia, the European Union, Canada, the Baltic states, and the United Kingdom have used it as a template to pass laws against human rights abuses. Bill Browder is working to have similar legislation passed in Japan and New Zealand, among several other countries.
For his service to the United Kingdom and his fight against corruption and for human rights, he was made a Knight Commander of the Order of St George and St Michael in 2024.
Red Notice is a work that Bill Browder published in 2015. It tells of his journey growing up in the South Side of Chicago to the 1990s when he worked in the world of hedge fund investing. He then chronicles how he made his money in post-Soviet Russia before it all came crumbling down when he tried to expose the corruption of the oligarchs.
In 2022, Bill Browder published his second work,
Freezing Order, in which he chronicles the development of his mission for justice after his lawyer was killed by the Russian authorities. Tracking the money that had led to the arrest and torture of Sergei Magnitsky, he discovered that Putin was the main beneficiary of the crime. As countries began to freeze Putin’s assets, the man retaliated with hired process servers and honey traps, in addition to lawyers hoping to bring him down.
