Neil Gorsuch is an American author and an associate justice of the Supreme Court. In his 2024 book Over Ruled, Gorsuch makes an important and key point: the past decades have been characterized by an increased number of laws in the U.S., which have become so complex that even the lawyers themselves at times are unable to tell what the law is.

But some people will argue that America has historically been a country of laws. Yes, that's true, but these laws have become so many that it's worth asking as a nation, have we gone too far? Even worse, these laws have become so complex and so are the punishments they carry.

Some of these laws have been enacted by elected representatives, but many currently come from agency officials who are often insulated from democratic accountability.

In Over Ruled, Gorsuch and his co-author Janie Nitze explore the development and the human toll the law has on the average American. At the core, this is a book about American stories- about families in Montana, fishermen in Florida, monks in Louisiana and many stories of people who have found themselves trapped in a complex legal maze.

One particularly interesting character was a magician who finds himself in a costly legal battle against the Federal government over a rabbit he uses in his shows. What’s so shocking is the fact that the same regulatory agency would have had no problem if he’d cooked the rabbit. But because he used the animal in his shows, he is subject to an expensive and tiring regulatory program. This is just one of the smaller cases in the story.

We also meet a fisherman who’s charged with a crime with a potential to send him behind bars for decades simply because some careless official couldn’t measure his fish correctly. Such a small error cost the fisherman 8 years of legal disputes and more than $500,000 in lost wages. What’s even worse is that the case cost taxpayers more than $11 million.

But Over Ruled isn’t a book about cases where the law got things wrong. It’s also a book that warns us of the dangers of an increasingly complex legal landscape, which has made it impossible even for professionals to know exactly which laws to follow. It is a must-read book that reminds us that, to be a nation governed by law, everyone must have a chance to figure out what the law requires of them.
