Kay grew up in a religious household, which moved quite frequently. She became newly committed to Christianity in 1963, after having been disconnected to her religion.
Kay attended Tennessee Temple University, where she got her nursing diploma. While there she met Jack Arthur, and they married December 16, 1965 and served as missionaries in Mexico. However some medical issues forced them to leave Mexico and come back to America.
She returned to Chattanooga, and started teaching teens about the Bible in their living room as Jack (her second husband) took over as the manager of a local Christian radio station.
While the Bible study group expanded, a 32 acre farm was purchased in order to accommodate the growing ministry. It was originally given the name of Reach Out Ranch, however later became Precept Ministries International. After the radio station was sold off, Jack became a full time administrator for the ranch.
She hosts
Precepts for Life, a daily TV, radio, and online Bible study teaching program.
In late 2009, she signed an ecumenical statement called the Manhattan Declaration with the aim of requesting that all Catholics, evangelicals, and Orthodox Christians not comply with laws and rules that permit same-sex marriage, abortion, and other matters which go against their religious consciences.
Kay has spoken at numerous colleges, which includes Liberty University in 2015 and then Union University in 2017.
She also spoke at The Gathering, which is a religious rally that promoted Donald Trump’s presidential campaign.
